Choice of mobile communication networks

When an LMT subscriber switches on their phone in the LMT network coverage area, one of the LMT network names will be displayed on the phone screen, these being: 247 01, LV 01, LV LMT GSM, LV LMT or LMT GSM.

In this case, when the phone is switched on it performs a search of the communications network and chooses LMT, subsequently establishing a successful registration of your phone in the communications network. The communications network is considered to be your “home” operator network.

When you are abroad, the phone performs similar actions, either by automatically selecting or by allowing you to select another communications network instead of the LMT network.

Please note:

  • In regions close to the border the presence of several communications networks is a possibility.
  • Choosing or switching between different communications networks can be done only when your phone is in stand-by mode, but not while you are making a call.
  • You may choose communications networks in automatic or manual mode, but we suggest using automatic mode.
  • Automatic mode is provided for your phone to give you uninterrupted network coverage in the relevant country and to select LMT-friendly networks for you.
  • Manual mode must be used if the phone has not selected the necessary network automatically. If you wish to choose your network in manual mode, you may have to repeat this action several times.
  • Choosing a communications network is a phone function that depends on the features available for your specific model of phone, and these may change according to the information provided in the phone user manual.
  • Make sure that the automatic network selection mode is set on your phone.

When your phone has been successfully registered in the communications network of a foreign operator, depending on your phone’s make and model and the software that is available on it, the title or code of the relevant network will be displayed on the phone screen.

Code is the technical designation of a foreign operator network.
It consists of the country code, which may be a three-digit figure, or the standard abbreviated country designation, and a two-digit network code. A relevant network title corresponds to each network code.

Network is the title used by a foreign operator under which it operates in its own country. It may be provided in full or abbreviated form. The network title is pre-programmed on your phone, which provides only the titles that existed during the production of the phone.

Connection systems and phones

System is a standard used for mobile communications and frequency ranges in which the relevant mobile network operates.
The system defines what types of phones you may use in the relevant communications network.

LMT communications networks operate in the GSM 900/1800 and UMTS 900/2100 (3G or WCDMA 900/2100) standard. In most cases, within foreign communications networks you may use the same phones as within the LMT network, as long as your phone is able to operate in the relevant standard.

If a foreign operator network uses a communications system which is not used within LMT, an exclamation mark (!) is added to the information about roaming that is displayed to you and you will have to make an extra check to discover whether your mobile phone will operate within that particular communications network.

Please note:
In the USA, the GSM 850, GSM 1900 and iDEN systems are used, as are the UMTS 850 and UMTS 1900 in some locations, while in South Korea the CDMA and UMTS are used, and in Japan only the UMTS system is available. Therefore you will need a phone that supports any of these standards.

Please make sure that your mobile phone will operate within the communications network of the country you are visiting.

Making a call

When you are using roaming services, a call may be made in two ways: by making a direct call from the network of the relevant country or by calling with Callback. With Callback the tariff for all calls to Latvia is especially good, especially in comparison to the tariffs for direct calls to Latvia from the networks of foreign operators.

Direct call

In each country there may be a different method to be used for making direct calls when a local or international number is dialled.

To make it easy for you, when dialling both local and international numbers, you should always dial using the relevant international country code, using a +sign and the number you want to call in its international format: +[county code] [region code] [personal phone number]. Save all Latvian numbers in your phone’s contact list in the international format.

Example. When calling the LMT roaming information line, you have to dial the following number: +371 2931 9911, where:

  • + is the indicator for choosing international communications. The communications network of the foreign operator automatically replaces it with the international communications access code used in the communications network.
  • 371 is the telecommunications network code for Latvia.
  • 29319911 is the personal number of the Latvian subscriber you are calling.

Callback

  • To call to the Latvian number, XXXXXXXX, from abroad, dial the following key combination (without spaces):
    *100*XXXXXXXX# or dial a number that has previously been saved on your phone’s contact list in the same format and press the call button.
  • A message will be displayed on your phone’s screen: "Ludzu gaidi atzvanu no LMT sistemas numura +37129202014!"
  • Within thirty seconds the LMT system number will call you back. By replying to this call, you will hear the following notification: "Lūdzu, gaidiet savienojumu!" After this, you will be put through to the number you are calling. If the number you are calling is busy, you will hear the standard ‘line busy’ signal.
  • • While abroad, you can also use Callback to make calls to other countries. When calling a number in another country, the number must be provided in the international format. For example, when calling a number in Estonia, dial: *100*00372XXXXXXX#.
  • The number dialled is not saved in the list of the dialled numbers, so you should save this number directly into your phone’s contact list to make calling it easier next time.

Please note:

  • When roaming you actually become a local subscriber in the country from which your phone is operating, although you retain your LMT number.
  • When calling from the network of a foreign operator to another LMT subscriber, whatever the location of the subscriber you are dialling, an international communication to Latvia will be established. Therefore, an international call from the communications network you are currently using to Latvia is made.
  • For emergency calls you must use the number 112, and your call will be connected to the local emergency services.
  • To dial other local services, the correct number must be dialled in the correct order provided in the information materials for the relevant service.

Available services

Whilst abroad, you have access to all the services provided within the LMT network if they are provided by the network of a foreign operator.

Roaming telecommunications services and their quality are provided by the relevant foreign operators.

When making international calls, the service provision is also provided by the public network operators who are involved in international communications, and their service provision and quality may differ from LMT’s and may change from time to time.

LMT is not able to affect the quality of services provided by foreign operators and therefore does not bear any liability for the possible poor performance of these services. If you have any complaints about the quality of the services provided by any operator then please immediately inform LMT, and we will try to provide operative assistance.

Please note:

  • While using your mobile phone according to its user manual, the use of services is subject to your control. The service settings in the phone must conform to your LMT connection, or the preset settings of the local network have to be used. If you use the services incorrectly, the network of the foreign operator may limit your roaming service; for example, calling line identification restriction, if this service has not been activated before.
  • In the roaming information section, "Additional Services", those services are provided that you can use in the networks of foreign operators.
  • When sending text messages, please note that you are using the services of the LMT text messages centre (+37129202020); therefore you don’t have to make additional changes to the settings for the text messages centre. Additionally, there is no need to add +371 to the service codes for LMT text messages.

Roaming tariffs

Roaming tariffs are provided inclusive of taxes and surcharges, with a 5% accuracy. This accuracy differential is related to currency rate fluctuations and other factors. The tariffs of separate services are provided using the information provided by foreign operators, and they may be changed without warning and without coordinating with LMT.

Registering the services used

  • Calls are registered using specific tariff steps.
  • For making and receiving calls abroad a minimum call time may be specified, and you will have to pay this minimum call time even if your call has been shorter than the minimum time specified. Further to this, the call is charged depending on the call time in terms of additional seconds used during the call.
  • Tariff steps for local and international calls made and for receiving calls abroad may differ.
  • Tariff steps are also provided for the use of internet roaming. In each foreign operator network the minimum data volume levels are provided, and specific fees will be levelled for receiving and/or sending data. Using larger volumes of data has to be covered according to the data volumes involved and any pre-defined further registration steps.

Tariffs for calls received

  • While abroad, you have to pay for receiving calls
  • When you receive calls an international connection from LMT is set up using the number that is temporary provided for you in the relevant communications network. Further information on communications within foreign networks will be provided by the relevant operator.

  • In your Printout of calls the records of a call received will be depicted as a call to a temporary number in the following format: 00 [county code][network code][temporary number]. The digits of the temporary number are replaced with X. For example in Lithuania, this would be Omnitel - 00370698XXXXX.
  • If the tariffs for receiving calls are set by the foreign operator, in the Printout of calls an additional entry will be included, providing the identifier "+" and the relevant title of the operator.

Tariffs for calls made

  • While abroad, you have to pay for making calls to local numbers in other countries according to the tariffs provided by LMT or the foreign operator. Calls to local additional services or premium rate phone numbers are charged according to the tariffs provided by the foreign operator. Tariffs for the most important services are provided in the roaming information section, Making calls, for each relevant country.
  • Tariffs for one minute of calling time to Latvia are provided in the roaming information section, Making calls, Latvia. When making calls to land-based mobile networks, such tariffs are also in force for calls to European Economic Area countries.
  • Tariffs for one minute of calling time from the communications network of the relevant country to the local network number of the same country are provided in the roaming information section, Making calls, Local.

Callback tariffs

  • The fee for the Callback services is usually formed of two parts; the fee for making the call itself and the fee for receiving the call. In individual cases, the operator’s fee may also have to be paid for being able to receive a call.

Text message tariffs

  • While abroad, sending text messages is charged. Tariffs for text messages are provided in the roaming information section, Text messages.
  • Receiving text messages is not charged.
  • Sending text messages is charged for each text message sent that is of a standard length (a partial character coding text message is 160 characters long). In the case of linked text messages or full character coding, each text message of a standard length that is sent is charged.
  • When sending messages to premium rate text message service codes, the receipt of premium rate services is charged separately.

Internet tariffs

  • While abroad, internet roaming is charged according to the tariffs and recorded entries provided by LMT.
  • Internet roaming tariffs for 1Mb of data or for a definite data volume for internet usage in a 24-hour period are provided in the roaming information section, Internet Internet roaming.
  • Taking into consideration the separate applicable minimum data transmission registration step and the charge for the connection, if any, in the roaming information section, the minimum charge for any established data transmission session is provided. Special attention has to be paid to this fee if, during the data transmission session, a small amount of data is transmitted; for example, an MMS is forwarded, navigation equipment (GPS) which uses data transmission is made use of, or you check your e-mail.

Please note:

  • All roaming services are provided within your credit limit.
  • Internet usage abroad is subject to your monthly internet roaming limits; see Internet roaming monthly cost limits.
  • Each communication may be depicted by one or several recording entries, and these are provided in your Printout of calls.
  • The recording of roaming services used in the networks of foreign operators is executed by foreign operators and on your bill these recording entries may be included with a month’s delay.
  • Call tariffs may also depend on the number dialled, the state tax policy of the foreign operator being used, and other specifications.
  • For the use of all telecommunications services abroad VAT is applied, and this is included in the tariffs provided in your roaming information.
